William Topping

Chief William Topping is a native of Berlin, Maryland.  He graduated from Stephen Decatur High School in 1972.  After graduation he enlisted in the United States Air Force as a Law Enforcement Specialist.  Chief Topping served in many areas of the world to include the United Kingdom, Korea, Finland and the United Arab Emirates.  He was also stationed in Florida, Texas, New Mexico and the Dover Air Force Base in Delaware.  Chief Topping served in the first Gulf War deploying to the region soon after the invasion of Kuwait.  Chief Topping retired from the Air Force in 1993 after 20 years of service.  He earned the Air Force Achievement Medal, the Good Conduct Medal, the Humanitarian Services Medal, the Air Force Commendation Medal, the Kuwaiti Liberation Medal and the Airman's Medal.

While stationed at Dover Air Force Base, Chief Topping attended the Delaware State Police Training Academy and earned his certification as a police officer for Delaware.  In 1990 he was hired as a part-time officer for the City of Harrington.  Upon his retirement from the Air Force, he was taken on as a full-time police officer for Harrington.  In 1995 he was hired by the Town of Felton as their Police Chief.  Chief Topping was instrumental in forming that town's first full-time police force.  A police force that still serves today.  He left Felton in 1998 after being hired by the Town of Georgetown to serve as Police Chief.

Upon assuming responsibilities as the Police Chief, Topping set about establishing the police department you see today.  New vehicles, updated equipment and uniforms were the first steps in bringing the department into the 21st century.  Intense and modern training coupled with applicable written directives and guidelines transformed the department into a highly effective and efficient police agency.  In the first ten years of his tenure Chief Topping has seen the department grow from 11 officers to 19 officers.  The department now has a canine unit, motorcycle unit and an emergency response team.  We are equipped to handle all but most complex of incidents.  Our complaint load has increased from 3500 complaints to over 6000 complaints per year.  Chief Topping continues to improve the capabilities of the department.
