Ralph Holm graduated from Jefferson Davis High School in Montgomery, Alabama, in May of 1983 and attended 1 year of college at Auburn University, in Auburn, Alabama. In October 1984, he began a three-year enlistment in the United States Army as a Military Police officer. September 1989, Captain Holm was hired by the Town of Frederica and graduated the Delaware State Police Academy in December of 1989.

In August of 1990, after the resignation of the Chief of Police, Ralph Holm was promoted to the rank of Corporal and was assigned administrative duties in addition to patrol and investigative duties, acting in the capacity of Officer-in-charge of the Police Department. Ralph Holm was promoted to Chief of Police of Frederica Police Department in 1994. He served as the Chief of Police until October 1999, when he was hired as the Administrative Lieutenant with the Georgetown Police Department.

In April of 2003, Lt. Holm attended the Federal Bureau of Investigations National Academy. He was the first Georgetown police officer to attend this prestigious 11 week administrative course. In addition to a full class schedule, Lt. Holm participated in the FBINA’s Leadership Challenge course. Upon successful completion of the National Academy, Ralph Holm was promoted to the rank of Captain, the rank he holds today.

In June of 2005, Captain Holm attended Northwestern University’s Police Motorcycle Operator training, becoming a certified Motor Officer. In May of 2006, he attended Northwestern University’s Police Motorcycle Instructor Training and serves as the Department’s Motor officer instructor.

Captain Holm serves as the Operations Officer of the Department and the Patrol Supervisor. His responsibilities include scheduling, payroll verification and submission, coordinating special duty assignments, equipment issue and procurement, initial contact for citizen complaints or inquiries, administering grants, collision report approval, TASER instructor and supervising day to day operations of the department. Additionally, Captain Holm serves as Georgetown’s Emergency Response Team commander, coordinating SWAT operations and training.
